JOB SUMMARY: Manages activities and staff responsible for application analysis, and/or quality assurance and testing analysis functions. Assigns personnel to various projects and manages activities. Reviews and evaluates work and prepares performance reports. Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods. Consults with personnel in other information systems sections to coordinate activities. Prepares activity and progress reports regarding the activities of the team.
* Leads a team of Application Analysts
* Partners with application development teams to mitigate production defects for projects related to web development, data warehouse development, and call center applications.
* Champions quality initiatives to improve overall delivery
* Manages resources to deliver on key commitments for projects and releases.
* Achieve defect reduction targets for new defect introductions and defect backlogs.
* Makes systemic improvement recommendations related to quality in project development.
JOB RESPONSIBILITIES
1. Manages all activities and functions of application analysts involved with the analysis, definition, specification, development, testing, documentation and installation of new and/or existing applications.
2. Manages the activities associated with the definition and development of specifications as well as the programming and quality testing of technical modules, applications, prototypes and computer programs.
3. Manages one or more aspects of the systems development life cycle.
4. Evaluates project status and resource utilization and implements changes to improve the team’s effectiveness. Ensures all projects are completed within time and budget and are integrated with other software applications.
5. Responsible for feasibility studies, time and cost estimates, and the establishment and implementation of new or revised applications systems and programs.
6. Manages a staff involved in test planning, test requirement definition, test design, test script, test data development, test automation, test environment development and script configuration management as well as test execution.
7. Leads in the development and implementation of the overall strategic vision and integration of broad range ideas regarding business analysis, systems analysis, applications development, and/or quality assurance and testing capabilities.
8. Assists in the development and implementation of business analysis, systems analysis, applications development, and quality assurance and testing policies, standards, procedures and methodologies.
9. Position is a first-level manager and has direct responsibility for people management. In addition to project deployment, responsibilities include career development, performance management, and pay determination and communication.
10. Performs other duties as assigned.
JOB REQUIREMENTS:
Education: Undergraduate studies in computer science, management information systems, mathematics or related field is strongly preferred.
Experience: Eight years of experience in programming and systems analysis. Three years of experience in management is preferred.
Knowledge: Must have proven knowledge in computer programming language. Must have a thorough understanding in systems and data processing policies, practices and procedures. Must have a thorough understanding in systems analysis and design techniques. Must have expert knowledge of the systems development life cycle. Demonstrated knowledge of project management concepts and techniques required. Must have familiarity of financial statement preparation, budgeting and financial analysis concepts and techniques.
Skills/Competencies: Must be able to manage a staff responsible one or more components of the systems development life cycle. Must have the ability manage multiple teams that analyze applications and systems. Must possess strong problem-solving skills to determine the programming effects on existing systems. Must have strong decision-making skills for problem identification and solution recommendation. Must possess strong project leadership and management skills. Must be able to develop, implement and present applications development strategies. Must have strong written and oral communication skills to prepare and communicate programming plans and procedures as well as to interact with all levels within the company.
